Executive Director Mark Blum Appointed to State of NJ Health Benefits Quality and Value Task Force

May 31, 2018 – New Jersey Governor Phil Murphy named Mark Blum, executive director of America’s Agenda, to the newly established State Health Benefits Quality and Value Task Force. Blum will serve alongside other health policy experts, representatives of unions and employers, and senior leaders within the administration. With the goal of improving the quality and value of healthcare for the more than 800,000 union-represented public employees and dependents covered under the State Health Benefits Plan (SHBP) and the School Employees Health Benefits Plan (SEHBP), the task force will identify best practices in health plan management and cost-savings opportunities and make recommendations for near-term and long-term plan design reforms.

In making the appointments, Governor Murphy laid out an even broader vision for the Task Force’s work: “I believe that by moving toward value based, and other smart purchasing strategies, in the State's health benefits systems, we can lead by example in sharing our best practices and efficiencies with other health systems in the state, including Medicaid and the individual market.”

Regarding the appointment, Blum said, “I am honored to be chosen by Governor Murphy for this important work on behalf of New Jersey, the State’s taxpayers, and it’s dedicated public workers. America’s Agenda’s work with New Jersey public worker unions and the State has already yielded significant savings and a better experience for these employees and their families through the Direct Primary Care Medical Home Pilot Program launched in 2016 and the State’s technology-empowered PBM reverse auction strategy implemented in 2017. Innovations like these are vital not only for high-value management of the State’s $3.4 billion budget for public employee health benefits coverage, but also for improving workers’ overall health.”
